Has anyone else had the problem of requiring some sort of intervention after installing plugins? Doesn’t give any idea of what needs to happen to correct this.

Same here. I could just cancel. But most plugins seem to work anyway after reboot.
Hi all,
Due to the size of the Waves shell, it will take a while but if you wait, it will scan through all of the plugins correctly. We currently trigger an ‘intervention required’ when the system waits above a certain period of time, however, even when this is triggered, the plugin scanner is still working in the background.
We’ve put a note on our website about this Waves | Fourier Audio, but agree it’s not clear inside the transform.client to the user. We have made changes to better inform the user that will be part of the next release.
